THE IMPACT OF COVID-19 PANDEMIC ON THE DEVELOPMENT OF EDUCATIONAL SYSTEMS IN THE GLOBAL, EUROPEAN AND NATIONAL DIMENSIONS
Abstract
The review publication analyzes the reports of European educational organizations on the impact of the COVID-19 pandemic on higher education. In particular: UNESCO; COVID-19 Social Science Lab; Pearson; Quacquarelli Symonds (QS); Boston College Center for International Higher Education; Oxford Economics; International Association of Universities; UK NARIC; Center for the New Economy and Society; The world university rankings and the others. The main research directions of the situation in European higher education are determined: emergency transition to distance learning and teaching; problems related to internationalization and academic mobility; the impact of COVID-19 pandemic on research; the importance of cooperation with various organizations; strengthening of European higher education at the international level; consequences of the crisis and prospects for higher education. Based on the reports, the threats and potential opportunities of destabilizing natural circumstances in society for the development of educational systems, in particular higher education, in the global, European and national dimensions are described. The influence of COVID-19 on the development of higher education in Ukraine is analyzed. It has been found that the main forms of education in a pandemic are asynchronous or distance learning, synchronous and mixed. Four groups of teachers formed as a result of the forced transition to the distance form of education are characterized: teachers of disciplines that require a significant amount of practical, laboratory work; teachers who actively used digital technology before the pandemic; teachers familiar with digital technologies; teachers who failed to master new tools for organizing learning, teamwork and expanded use of digital resources. Problems common to most universities have been identified: the lack of professionally developed programs for online learning, insufficient funding, the need for methodological training of teachers to work with students online, and so on.
