INFORMATION SYSTEM FOR RECOGNISING NON-FORMAL AND INFORMAL LEARNING OUTCOMES
Abstract
The publication highlights the theoretical aspects of the information system for recognizing non-formal and informal learning outcomes. The importance of recognizing non-formal and informal learning outcomes in providing equal access to obtain qualifications and reduce unemployment is substantiated. The expediency of developing the information systems for recognizing non-formal learning outcomes, which would adapt to the subject area and ensure the optimization of the process of combining the market of educational services and the labor market, has been proven. The need to implement the information systems for effective management, processing and use of information regarding recognition of non-formal and informal learning outcomes, strengthening the «visibility» and value of learning results obtained outside of formal education is emphasized. Attention is focused on the expediency of using the Semantic Web initiative in the development of software tools, the purpose of which is to combine the market of educational services with the labor market. There was analyzed the multilingual classifier of European skills, abilities, qualifications and professions (ESCO), which allows to provide a common and transparent terminology for the labor market and the education sector. The potential of ontological analysis for semantic identification of the non-formal and informal learning outcomes is revealed. The feasibility of using the ESCO ontology in the information system for recognizing non-formal and informal learning outcomes has been substantiated. The stages of development of the information system for recognizing non-formal and informal learning outcomes are presented. The directions of further scientific research related to the semanticization of big data (BigData) generated in the process of recognizing non-formal and informal learning outcomes are substantiated.
