PECULIARITIES OF EDUCATIONAL SERVICES PROVIDERS IN THE FIELD OF ADULT EDUCATION OF TURKEY

Abstract

At the present stage of the development of pedagogical science, the problem of the quality of adult education has become very important. Despite the wide range of thematic and applied research in the field of adult education, a comprehensive study of the activities of providers of educational services in the field of adult education in the Republic of Turkey has not been the subject of a comprehensive scientific study. Therefore, the aim of the study was to explore the specifics of providers of educational services in the field of adult education in Turkey and to suggest possible ways to implement promising ideas of the Turkish experience in the theory and practice of adult education in Ukraine. The article describes the features of the priority activities of providers of educational services in the field of adult education in Turkey. The essence of adult providers as subjects of educational activity is revealed. A content analysis of the literature showed that the most important advantages of the Turkish adult education system are the long-term existence of many institutional organizations for adult education; a variety of adult education providers (from the military to artisan confederations, from ministries to municipalities, from foundations to private entrepreneurs), which provides a solid foundation for lifelong learning. It is analyzed that the main limitation of the adult education system concerns the quality of programs, the main reason for which may be professionalization. The author found that the main providers of adult education in Turkey are: public education providers (universities, general and vocational training institutions, private schools, primary schools and preschools), government agencies and organizations, ministries, institutions and legal committees, local authorities and the Turkish Armed Forces), the business world (including trade unions and employers' organizations), non-governmental organizations (NGOs) and the media. It is determined that the main providers of non-formal learning are: Public Education Centers, Vocational Education Centers, Anadolu University (e-learning).

Key words: Turkey; lifelong learning; adult education; educational service; adult education institutions; adult education providers.
