DEVELOPMENT OF OPEN EDUCATION AS A PHENOMENON OF THE XXI CENTURY

Abstract

The review article considers the historical aspect of the phenomenon of open education and analyzes its strengths and weaknesses. The author positions open education as a modern educational technology, a factor of advancing the development of society, aimed at promoting human openness to knowledge. The article notes that the processes of globalization, democratization and humanization of society have allowed to introduce open education as a component of educational reform. It is emphasized that open education acquires the dominant features of the modern educational space, ensures continuity of lifelong learning, as well as enables efficiency and accessibility in the acquisition of knowledge, reflecting the humanistic orientation of the educational process. The organizational and pedagogical conditions for the introduction of open education in the process of professional training are substantiated. The topical problems of using information technologies, as well as their introduction into the educational process of higher education institutions that provide educational services in both traditional and distance learning are considered. It is noted that open universities have both advantages over the traditional education system and their weaknesses, while creating a set of opportunities to improve access to education and quality of training. Particular attention was paid to the communicative component of open education. Usually, open education is seen as a tool for global transformation of educational activities, which contributes to the implementation of the principles of sustainable development in accordance with the needs of modern society. The changing world imposes radically new requirements on the content of education. Thus, the development of the education system in the current conditions is determined by the need for continuous, flexible, advanced education, which is ensured by the implementation of effective implementation of the principles of open education. It is substantiated that this process can contribute to the formation of a democratic society in general and the development and social adaptation of the individual to modern conditions of instability in particular.
